Remember, He is not just God, He is your Dad [He created you to be one of His children] and even though you were stolen from Him, He wants you back but He will not violate your freewill, so He waits (hoping) for your return.
So if you pray the meaning of the verse above [Romans 10:10] in your own words telling Dad [God] you repent and believe on and in Jesus and His name with all of your heart, you are now a believer and can claim and use the believer’s authority and prayers.
